Email and a Windows Live Id (used for Messenger and other web services) are not the same thing. They are completely different, although they both use the same
id string (your email address) when you have an email address provided by MS (like @hotmail, @msn, @live, @messengeruser, etc).
A windows Live Id is nothing more than a login name in the form of an email address. This is also the reason why you can prefectly have a different password for your email and the equivalent Windows Live Id.

Yes, to do it you need to do exactly what is explained in the screenshot you showed us.
