The scripts on the site are for Plus! 4.00 and later. Plus! 4 wont work on Windows ME.
You can still find some of the old odd-ons on http://random.menthix.net/mpl_old_plugins/. These old add-ons supposed to work with Plus! 3.60. However, a lot of them are outdated and descriptions are missing. You could download what sounds interesting and see if you can get it to work.
