The handwriting plug-in only works on Windows 2000 (sometimes), XP and 2003. If you have any of the above, it could still work. You just hadn't installed it correctly.

You should take a look at Ink/Handwriting Plugin Everything you need to know right here if you have Windows 2000, XP or 2003 and wish to install it correctly.
