O.P. What programs for creating a plug-in?

I want to create a plug-in for personal use cause i dont think anyone else will need it, but I don't know any C++ or anything like that, so I was wondering if there was any programs where i could just type in what I want it to do and it will do it for me. :^)

Also, I need one that allows me to make a template with commands. Do you think I could do it with Macromedia Flash MX 2004? Or no?
