Can you be more clear about what you had before? Did you had custom emoticons or not at the time the customize/configure button was disabled?
What is the exact MSN Messenger version and exact Messenger Plus! version that you use? You can find the MSN Messenger version in "Tools > About" and the Messenger Plus! version in "Plus! > About".
Note: custom emoticons are emoticons you have created. So they are not the ones which are already in MSN Messenger like
etc...
