I'm on BT Broadband, and my bandwidth is working at 1.2 megabits, and I haven't noticed it being slow. However the problem could be at any level, from your modem, local exchange or all the way to BT's end. However I haven't had any problems with it.

What problems are you having exactly?
Have you done a bandwidth test at BandWidthPlace?
Do you use a router?
Do your friends on BT Broadband in the local area have the same problem?
Have you tried scanning your computer for adware, spyware or any malware that could be draining your bandwidth?

No offence dude, but unless you work at BT you can't really say something like that.
Read up on how ADSL BroadBand works, and you will notice there are hundreds of things that can go wrong, that have nothing to do with BT's central server. It could just be his modem having problems!
