I think it is harsh to report them unless they are making profit or doing something really bad as you may ruin someone's hard work but there is my view

well they are ruining someone hard work. the softwares are free, and the company/person may lose lots of money thnx to this. i personnal think that there should be only half of of existing warez sites. Its just too much...
