Hello,
one of the users of the spanish community has this problem but we haven't found a way of helping him. Maybe one of you can help us:
He has Windows XP (with a theme that looks like Vista) and WLM 8.0.0792.00 (he's now trying with 8.00.0812). His problem is that after installing Plus Live (4.11.0.254) no Plus menu or icon appears in his WLM. See screenshot:

We told him to uninstall both programs, reboot and try again; but it seems not to work. And he's doing all that within the admin account. He doesn't get any error when installing WLM or Plus.
