Use Live Spaces, if you have a Live ID you already have a Space all you need to do is customize it (nobody forces you to use the blog option ). You can set permissions to "Anyone on the Internet" (even google search will find your space that way..try it, search for "sunshinesweb" you'll find my space "Sunshine's Experimental Space").
Goes really well with what albert suggested, the messenger buttons, afterall you do need somewhere to place that button
