Maybe the paths aren't mapped like you expected. Also try
http://localhost/home/index.php
and
http://localhost/index.php
or even
http://localhost/home/home/home/home/index.php
and
http://localhost/home/home/home/index.php

Also just try using basic HTML files, once you get that working consistently then try PHP.
