I think for this to be done well it would have to be done with a little bit of a cheap hack that only an advanced scripter would be able to do. You could put a child window on each chat and then be able to detect when the window gets foregrounded (using a windows notification message).  Hopefully this will inspire someone to do it because I would love to use this script.
