i seem to be having this issue as well... i thought it wsa just my wlm install that was screwed but apparently not...

informations:

Windows 7 Ultimate x64 (6.1.7100)
Windows Live Messenger 14.0.0206
Messenger Plus! Live 4.82.0.368
