Are you able to open the downloaded skins with WinZip?  A skin pack is just a re-named Zip file and so should be able to be opened with WinZip and see a list of the files.  If not then the skin hasn't fully downloaded.

Also, it might be worth checking here:

Messenger Plus! Live Disappears after restart

Especially if other features of Messenger Plus! Live don't work
