Max Payne

Last year I saw just only one movie which was avatar and I can say that it was best movie.

Best Movie:
  Mall Cop
  Not because the story is so original but i like the humor, i like ALL humor.
  Just because you don't like comedy you don't have to say they all suck.

Worst Movie:
  Friday The 13th (remake)
  At least the worst remake of 2009.

On the contrary, no you cannot. If you haven't seen any other films (in the year of 2009) you cannot compare between them and as such cannot form an opinion on the "best". Frankly, no one can unless they've seen all films released in '09, but since that's slightly unrealistic, we can let that slide. However, seeing only one film and naming it the best makes your opinion pretty much irrelevant, I'm afraid.
