I'd say the child who is stupid enough to follow the game. A 10 year old kid can still play Doom 3 but not kill anyone, whereas a 13 year old also can. It takes up a lot of nerve to control yourself. It's up to the kid.

Not really, its up to the parents, whether they let him get over obsessed with things, if they do then they will have to face the consequences in the future won't they.
1. Video Games/TV/Media are a reflection of society rather than an influence on society. Basically, more and more violent games/shows are coming out because society is becoming more violent in general. Proof: How often do we hear about murders/gang violence in the media? I know that I hear about it at least once a day. Also, look at all the high speed chases on TV, they were all happening and grew to popularity through media before games like GTA.
2. Television/Video Games and other forms of mass media can bring out the aggresize nature in people that have violence tendencies that otherwise would not come out. Many studies have been conducted and they have found that some people are born predisposed towards violence and video games and tv shows that show violent scenes over and over can cause them to become more aggresive and show those tendencies. I remember an interesting statistic showing how crimes skyrocketed after the invention and wide-spread viewing of TV.
