What's the best program to create VD menus?

Awww, I already have it, It just kind of confuses me.

You might want to try Pinnacle Studio 9.

It has some menu presets.
I actually dont know if you can create your own menus.
And it can also modify videos

Pinnacle can be used to edit movies thats all afaik... but if  you use something like 'SonicDVD' then you can create a whole dvd menu thing with music in the background and everything ... its okay for some amateur stuff...

The most user friendly software I've seen for compiling DVDs is Nero Vision Express. It's not free, but it has both advanced and easy to use features. And by default configures projects for the correct settings, very easy for newbies to compiling DVDs, and general computer video formats, while at the same time allows you to do some advanced manual changes with formats if you wish.

Well for the skarz dvd, i'm having a custom menu... don't know exactly what to do... but I'll try .
