Well, obviously if the user clicks on the 'Vote' link, in the list it shows as he's giving a rep, regardless of whether he can actually proceed with it or not... Is that so weird?

Every page lists you as doing something, however if you can do that or not, it doesn't say (while you're doing it).

The Who's Online list isn't a realiable way of knowing what's everyone doing.

It gives a custom error page made just for the reputation system, not the standard MyBB "no permission" page. The database is not updated to reflect the fact that there was an error.
