I personally don't see how a tooltip can get in the way of clicking at all...
A tooltip will only appear if you hold your mouse still, and will dissapear as soon as you will move your mouse or click or whatever. It will never be in the way at all.
MSN is absolutely correct to not remove it as it makes absolutely no sense removing it.
Also, there are more texts which can appear in that tooltip. eg:
- Show the contacts in this group. Right-click to rename or delete this group.
- Hide the contacts in this group. Right-click to rename or delete this group.
- Hide the contacts in this group.
- Show the contacts in this group.

If you still want to get rid of it then you could always patch the resources of messenger and delete the string (make it empty, do not actually remove it!) with the use of a resource editor like
ResHack.
- Close Messenger completely by right clicking on its systemtray icon and choosing "Exit".
- Open up
msgslang.8.1.0178.00.dll into ResHacker and go to
String Table 2864.
- There you can make the strings
45814,
45815,
45816 and
45820 (no other!) all empty. So do not remove them, just make them empty.
- Press on
"Compile Script"
- Go to
File > Save
- Restart Messenger

You should have posted in the subforum "MSN/Windows (Live) Messenger" as this has got nothing todo with Messenger Plus! (Messenger Plus! is an addon for Messenger, it is not a replacement for Messenger).
