O.P. Can't send offline messages, play games, activities...
Yes I have XP but I don't think I ever could send offline messages.

Usually like 5 mins later it says The Following messages could not be sent to all recipents or something along those lines.

If i try to play a game it first says Connecting for a while and then it says the game is unavailable.

Little help? I have the latest Windows Live Messenger as well

Well the best way is to try yourself :)

Do this for me please:

Your do have Messenger Plus Live don't you?
Assuming thats why your here? Hope so anyway...

Well run a Polygamy (i.e Two accounts at once.) Get to msns running and if you have two Email accounts send one of your accounts a Message like: test
Log onto it and see if you got it. (Not waiting 5 minutes for the "This message couldn't be *blah blah blah*") See if you get it if you do problem solved.

If you cant run a polygamy or don't have 2 email addresses try this:

Tell your friend to go offline for a second like log off not appear offline (explain your situation like you did to us if you have to) he should be nice enough to do it, then send him a message like "test can you read this" You can then exit messenger *(Not waiting 5 minutes for the "This message couldn't be *blah blah blah*") Ask him if he got it. If he didn't then Post back here saying it didn't work I have a few more suggestions that should help. =]

EDIT: I see that you cant use activities so I'll say what I was going to say if you posted back and said "Didn't work"

You have ADSL right? Or Satellite right? You must have don't tell me you have Dial-up... Well if you have Satellite then this could be thanks to Latency, latency ruins everything. If you don't go to your taskbar > right click your local area connection > status > properties button > scroll down to internet protocol TCP/IP > properties > now tell me if your DNS is wirrten correctly if not you can have problems connecting to anything and even staying online with msn because its always going to refresh your connection thus not allowing you to do anything that requires you connecting to anyone.

Tell me can you send and receive files? Through msn?

EDIT AGAIN!!!: Ok if you msn is not the same version as your friends then thats not going to help. If you have a firewall like Outpost Pro 4. Like me. It will try to stop these sort of packets.

If covered LOTS of reasons tell me if you have resolved the problem. If it wasn't due to anything I said and you worked it out by yourself tell me what you did.

These could occur due connection problems at your end. Are you using a firewall? If yes, then which? Is WLM being blocked by any way in connecting to the internet? Any proxy servers being used?

Ok...

Yes I have msg plus

I tried the telling my friend to go offline lots of times before. Didn't work.

I can send files and recieve em.

And I'm using ADSL

And I'm using norton firewall, before it never let me go on, but now it is, it probably might be my firewall... don't know how to fix that though.

Here's a screen of the DNS thing... I don't really understand what you were saying about it <_<

Well I didn't need the screen of your DNS.. Its a bit....private..
Anyway so you can initiate a connection long enough to recieve or send a file. Ummm you might need flash player (theories) or shockwave installed I don't really know ummm (racking my brain)

OK Bingo I saw the TCP/IP settings and unless you erased the data in them why are they blank. Do you know your DNS. Your DNS should NOT be set to obtain automatically. Not if your using ADSL anyhow. Same thing with your I.P address. Ring your ISP up and ask nicely for the information that goes in both those boxes.
Using a program like HijackThis or Spybot S & D can remove the information from those boxes and thus not affecting your web surfing it can affect things that need a long time to connect with something.

Try that tell me what happens. :)

EDIT: I just thourght of 2 things:

IMPORTANT: Can you RECEIVE offline messages?

And secondly also very important I think the ability to send/receive offline message has to be enabled like when you first get one it says do you wish to allow these? Or something

EDIT AGAIN: I looked in the WLM options ( Tools > Options > Messages Side Tab) and it says:
Offline Instant Message Settings
(o) Show my offline messages when I sign in
( ) Show a Link to my offline messages in the main window

Which one is selected? If the top try the bottom. If the bottom try the top. Tell me what happens.

Oh yea even after getting the new flash or whatever I still can't send or recieve winks <_<

Ok so if i do call my ISP what am i gonna say? Do i ask for my IP, Subnet mask, default gateway, preferred dns server and alt dns server?

Yay I think we are getting somewhere.

EDIT: have you disabled WINKS on your options? Go Check!

(LOOK AT EDITED POST ABOVE YOURS I EDITED IT AGAIN)

Telephone thingy for ISP:

You: Hello I would like to know my internet settings
Them: Ok what would that be?
You: Whats my I.P Address?
Them: We need your account details blah blah blah to know who you are.
You: *You tell them*
Them: Your I.p address is: *they will tell you*
You: *you then put that where it says I.p address in the respective box*
Them: Anything else?
You: Whats my subnet mask and deafuly gateway?
Them: *They will tell you*
You: *you then put that where it says subnet mask and deafult gate what addresses in the respective boxes*
You: And whats my DNS?
Them: *they again will say*

(I don't think you need an alternative DNS but ask and fill that out if they say so)

The telephone thingo has been simplified but thats pretty much what you need to ask.

Start > Run > cmd > ipconfig /all

You want my MSN? Why to test this? If your asking for my email and password so you can use my contacts... Ummm no. And that wont fix anything. Try what I said.
I don't know DOS commands so if you know what your doing do what MeEtc. said.

EDIT: Hang on if they are blank then Ipconfig /all
isn't going to show him anything

Ring your isp.
