I dont think that australia unis are outdated...what uni is she in? Melbourne unis are extremely good, for example Melbourne Uni is something like no.15 in the world and no.1 in australia. but for electronic systems i would probably recommend swinburne university of tech in melbourne.

I think German is easier than French.
And I'd say go to France.
