Why not just surface mail via the good old post office - that would take the longest but be the cheapest. (Post offices are those things that sent mail before the internet It could be that because the t-shirt doesn't weigh much, the price may not be much more by airmail than surface mail but any local post office in Mexico should be able to give you the rates...and I'm assuming you know someone in the city where the tshirt is
