O.P. Suggestion: Command to spawn IE window

Hey, I was just wondering if it would be possible (or already is possible) to type a command that will spawn a new internet explorer window. I'm hopeing to be able to spawn a window with a specific URL that can be changed in the comman, but just a window would be helpful none-the-less.
