It's an internal IP.

I would play, but it's durring the avarage american work day

OK, I figured this out (I believe.)
Could SOMEONE...ANYONE with CS try to connect to the following server and tell me the results:

216.232.188.11:27016

YOU don't connect to that IP, you connect to "localhost", I guess. Not sure how it's set up in Counter-Strike. Other people connect through your external IP however.
