I just use Firefox. For blocking aggressive in-page banners and scripts i use the Adblock extension which allows you to block any site/banner/script/object and supports wildcards. Like: block "adserver?.crappyhost.com" or even just block "*ads*" :D.
Finish the problem

You should make the change from IE to Firefox.

It's really useful in blocking popups and the tabbed windows are
SO sexy.  It's a good browser, it can handle things IE can.
The only thing I can think of is, uh... CSS.. Like scrollbar colors..
That's probably it :p

Firefox is sexy.

Opera browser is pretty good on blocking pop ups. It is fairly easy to use, works exactly same as Internet Explorer.

I recommend AD Hunter in Maxthons Browser (which is based on IE). Not only does it block popups but it also blocks ads on the page, banners, floating ads etc. I have never had a problem with it blocking something I wanted and it blocks all the things that are unwanted. http://www.maxthon.com

Well, I just installed the service pack 2 of Windows XP and I can tell you that in my opinion, the best one is simply Internet Explorer itself. The new version has an integrated popup blocker which works very well and that notifies you very gently (info bar with useful options) when something was blocked, with the possibility to cancel the action.

agreed. Adblock is the best. It's not a popup blocker, but it only blocks advertisement popups so who cares? Plus, in FF, whenever you get a blocked pr0n popup, they don't ask you to install those annoying toolbars. So that's 2 reasons why to use FF+AdBlock

nah the inbuilt ones in both firefox and IE with winxp SP2 are the best :P third party ones are a waste of time and memory. Unless in the case of google bar which is really handy :P
