Maybe you should boot off of the Windows CD then choose to reinstall the OS. It will just replace your system files, not format your HD or anything, and I've used it more then once with damn good results.

I've never heard of Reg Mechanic, so I don't know. But repairing your Windows installation should work.

reinstalling OS won't solve anything since the hd is corrupted
make sure when you format your harddisk you are formating completely and not doing a quick format
if you did a real format and still doesn't work, you might want to try clearing the partitions and then reformat the hard disk

registry mechanics doesn't help in this situation, all it does is "clean" out the registry of any useless keys such as any useless keys or incorrect shortcut, it doesn't save a corrupted harddisk

EDIT: i shouldn't conclude that the hard disk is corrupted, maybe windows is corrupted, in that case, re-installing windows may work... Have you tried accessing the disk from command prompt yet?

noname22, before you go all format-frenzy, can you first be clear about:

Type "cmd" and hit Enter.
Then, use the command line to get to the folder and delete the files.
Useful commands:
<drive>: - Switch to that drive
    cd - change folder
    del - delete file

RE: deletiong files
Try this simple program I made in 2 minutes.
It uses VB's simple Kill function.
I doubt that this will work but you can give it a try.
I know other 2 ways where you are able to delete a file.
If this doesnt work, then I'll program it to use another method to delete a file.

.exe File Attachment: deleter.exe (16 KB)
This file has been downloaded 258 time(s).
