No, you need to be on an OS wich supports handwriting (Windows XP or Windows Server 2003..see
Ink/handwriting all you need to know). Handwriting is built in in MSN 7, Plus! isn't needed to enable it.

Thats the complete plugin you are talking about, with MSN 6.2 you need the whole plugin (handwriting plugin is not compatible with MSN 7). With MSN 7 you only need the ink redistributables.

That can be due to beeing on an OS that doesn't support handwriting or ink redist not installed properly. Also you installed the full plugin (not compatible with MSN 7). If you want it to work on MSN 7 you need to delete the handwriting plugin, to do so exit MSN and go to your plugins folder (C:\Program Files\Messenger Plus! 3\Plugins), delete handwriting.dll.
The ink redist needs to be installed "for all" (it will ask you when you install if you wanna install "for all" or "just for you") or it won't work.
