Right now my site is down and it's changing domain names.  Is there anyway to send all my exisiting users/members on my board an e-mail telling them what is happening?

Ermm.. no not really i dont think so unless you rember all their emails. but there is a way to move all ur members and all the board stats to  ur new domain.

Yes, as long as you can login into your admin panel I think there is a mass mailing option to send a message to all users.

i can't log into my site my site is down period. it's ipb 2.0.3

Then no, you won't be able to send an e-mail to all of your users until you set your site back up in the new domain, of course.
