O.P. PCT 1.0.
i cant access secure sites and i think it may be because PCT 1.0.  doesnt show up in my internet options. is there anyway i can download this at all. can anyone help?   fanks

There's many things that could cause this, I've listed them all below.

------------------------------------------------------------

Open IE, go to TOOLS > Internet Options > Advanced and scroll to bottom of list. Options there are for SSL, TLS, etc. Make sure they are all on.

Open IE and click Help, About Internet Explorer Look at Chiper
Strength it should be 128 bit.

------------------------------------------------------------

Download and install Sun Java (I know it may sound daft but it did help someone in a similar problem)

------------------------------------------------------------

Change your MTU settings in WAN to 1492

------------------------------------------------------------

Control Pannel > Administrative tools > Local Security Settings

Open up Local Policies > Security Options

Verify that "System Cryptogrophy: Use FIPS compliant algorythms for encryption" is set to disabled.

You will need to restart the system for this to take effect.

Also try and download Mozilla Firefox and see if the problem happens in that browser.
