When you delete something on a phone is there a way of getting it back???

If you mean a mobile phone, it really depends on what you have deleted. If you have a phone that stores digital media and files, you could probably jerryrig a way to restore those files by linking the phone to your PC and seeing if the data is physically erased, which on mobiles it usually is due to the way mobiles store data, it is rare if there are any large fragments of the file still there.

To be sure, what do you need to be restored?
Also, what mobile phone are you using?

Actually, sometimes it can be possible, but it depends on a lot of factors being correct.
1) A large amount of the file hasn't been physically erased
2) You have software that has algorithms that can reconstitute the parts that are missing
3) Your phone can be connected easily to the software and scanned by it.
However the odds of doing it at home and getting it working are extremely slim, you'll need to be able to hook the phone into your computer and have the exact right software looking for any files it can on the phone. The main problem is that flash memory that is used by your phone is very tricky to be able to restore data.

I'd just put it down as gone, tbh. Sometime in the future there may be really good scanners that can restore really small fragments that are still there, but the fragments that are there are so small it's useless.
