Plus! logo has been done with corel draw or paint shop pro (can't remember what's GFD's choice )

However, the best option is to get a penpad and start juggling shapes, colors, ideas and a lot of imagination. Plus! logo is MSN's butterly certainly distorted and with an exclamation mark ontop. Reminds that it's MSN Messenger, but also that it's Plus!. this is a way to mix ideas and find a logo that not only it visually appealing , but also has some meaning behind.

iirc it was actually just based on the colors of the msn butterfly

Coral Photo Paint is a part of the Coral Suite. And because the logo is actually a vector image I strongly doubt it was in Photo Paint (which is a bitmap editor) but actually made in Coral Draw itself...
