O.P. Everything I need to make a plugin?

This might sound like a stupid question but could people tell me all what i need to make a plugin? like the dif API's and what not, just to make sure i got it all. and where to get them.

API Documentation - includes the Plus! API, the Messenger API, and samples in VB6, VB.NET and VC++ 6 and 7.
