someone might have changed the DHCP conf in router or he has direct connection..If he is not will to give info, its difficult to help.
To assign private ip, Go to Your lan connection->properties->General->click Internet protocol (Tcp/ip)-> click properties ->Select 'Use the following Ip address and provide Ip address(69.196.x.x),subnetmask and default gateway (69.196.180.1)
But this will work only if someone had changed the dhcp conf in router. 69.x.x.x is not a private ip
You have to give router model to get the correct private ip
Linksys systems has mostly 192.168.x.x but not always
