Are there any software programs out there that would let me put java games on my Motorola v300 phone?

Do you mean you want to create Java games for your phone or just install them?
Jave installers for your phone use the *.jar extension, if you have bluetooth/cable/ir you don't need anything else.

I want to install them.  MY ISP blocks the internet for the phone at my request

I'm using Mobile phone tools is that the same?

Basically what you want is to be able to do is connect your phone to your computer and transfer files. If that's what Mobile phone tools does, that's fine. You need to copy the .jar file to your phone and open it from there.
I'll admit I've never done this as I don't have a smartphone. I have a pocket PC which uses .cab files, but the process should be virtually identical.
