It's not a random day, it's just that they're about two weeks late...however if Google is swamped with work it would easily explain why it's a bit late. They do actually work quite hard at Google and maybe don't always have the time to do small stuff like this.
Google opened its doors in September 1998. The exact date when we celebrate our birthday has moved around over the years, depending on when people feel like having cake. For more on Google's history:
