It seems to be the file left by previous Plus! installations... the file is not there on my computer

One way to check if the file is distributed by and compatible with Plus! 3.61 is that, you just open the .ini file and check if "CompatibilityLevel" is set to 3141. If it's set to a smaller value, the language file is not compatible with Plus! 3.61
