O.P. Undecided  custom sign-in/-out sounds
is there any way to increase the time limit on these to more than the set 10/12 seconds??

No. This limit is in place to ensure both low file sizes for storing the files on the server as well as preventing contacts from sending complete music files, which would raise the issue of copyright infingement.

i don't mean the one's you can send in conversations, i mean the ones stored locally on your hdd that you can set for when certain contacts sign in or out!!

Excuse me, all the homework I have just finished must have exhausted me ;)

Yes, you can lengthen those sounds. It is a registry setting that allows you to set the time you would like these sounds to play. With the ContactSoundMaxTime key you can change the value from 12 to somewhere between 1 and 100. You can use Plus! Tweak, a small program, to change your registry values easily.
