Either with a program like Photoshop or Fireworks, or a specialised app that takes frames and combines them.

I use, Micromedia Flash [8], Directore 8.5 or Adobe Image Ready CS2,

For me, Micromedia Flash [8] is the easiest and the best...
But you might wanna try Adobe Image Ready CS2..(its easier in a way if u photoshop)

Edit: Arn't we all a little out of topic here or is this the answer you were looking for?

If you wanna learn how to use these programs and make gif animations, i suggest you try them yourself, there's not better way...:P
