When I started a download, it began at 400KB/s.... then it slowly dropped to a 28.7.... actually, pretty quickly, can someone explain why the speed isn't kept constant at a high rate?

what are you actully downloading? if you're talking about a torrent client, then it may just be some ppl closing they're connection?

might be spyware/addware, run some scans and then see if anything comes up

factors influencing a users download speed. With shared bandwidth the speed fluctuates depending on the number of subscribers on the network. With DSL, the connection is yours and not shared, and you tend to have a more constant speed. This is one reason why cable Internet providers don't often publish speed information. In more rural areas with fewer subscribers, you're bound to have faster download speeds than a subscriber in a metropolitan center. Because cable modem speeds fluctuate, it is difficult to gauge an exact download speed. On the upload stream, however, cable and DSL are closely matched for speed. Both DSL and cable Internet speeds are largely dependant on the service provider and either the distance away from the switching station you are or how many subscribers are in your immediate area.

look for TCP-IP optimizer check for version 1

You can be in a rural area and not be close yet far less people using  switching station so your results are balanced out .

wheras in a metro area you have far more people using one switching station thus the further you are away affects your download speed.beacuse you have more people who are infrount of you on the queue.

If your actual download speed is 300k then it hasn't got anything to do with your connection, distance, spyware, adware, viruses, nor the server. When you first start a download and you haven't downloaded much of the file, calculating the estimated speed will result in a much higher number which decreases rapidly and becomes a more accurate estimate when you've actually downloaded a decent amount of the file.

What is the actual speed that you get normally ??
If its 400 kb then there is something wrong but if it is something like 25-35kb then its ok.

The initial burst in speed is cause the you pc is estimating the time it will take to complete the download, so initially in the first 5 seconds the file size downloaded is much larger than the time consumed so the speed is shown to be quite large. Eventually it gets back to its normal size.

If you arent using a downloading app and sometimes your download stops in between and you restart your download, the file shows extremely high speeds because a part of that file was already there in you cache.

Plus there is one last point that is what i am speculating upon (this is applicable to low end pc's only) which is that when you click on a file mabbe a small amount a data is already downloaded (before the download window comes up). This used to happen to me when i had a slow machine .... So initially (even tho the file has been downloading for about 5 seconds, according to the downloader the time is about a second. But at your 35kbps speed you have downloaded approx about 150+kb's already so hence the burst in speed
But i highly doubt that you are running a slow machine so forget it
