I was wondering if someone can create a plugin that notifies you through text messages to your mobile device of a chosen person's or set of people's online and offline status only it would be greatly appreciated.

That would be a very hard plugin to make

Only if you have a phone, besides, there might be problems with the brand of phone

but there already is a way to send messages from msn to cell phones so why not harness that and get it to send a message to your phone

Well.. Using the integrated sending messages in Messenger, this shouldn't be very difficult...
Create a new passport/msn account, and assign your phone number to that contact... Add that contact to your normal account, and that contact will be offline, and showing as a mobile contact... It should then be very easy and possible to make a plugin that just sends the specific message to that contact and thereby sending it to your mobile... Though this will cost you money, and depending on what operater this can be kinda expensive...
