Floating Contacts is a program which allows you to always keep an eye on your MSN Messenger contacts,
Here are some of the functions that Floating Contacts offers :

• You can have your contact's photos on the desktop. Just drag and drop a jpeg, gif or bmp file on a contact window.
  You can choose the transparency Level of contact's windows.
  You can make contact's window "clic-through" which means that you can clic on a window which is under the contact's window.
  You can hear speech synthesis alerts when the status of your contacts changes. The speech synthesis voice says the name and the new status of your contact. This is very useful where you are not in front of your screen.
  You can easily choose display rules for your contacts, for instance you can choose to display them only when they are online, or always except when they are offline, etc.
  The border colors of your contact's windows can change depending on the contact's status.
  You can log all status changes of your contacts.
  You can apply commands to only one contact or to all your contacts.
  etc...

Isn't this what the Desktop Contacts feature is used for basically?

Yes but with some new functions that desktop contacts missed.

I only hope Patchou wouldn't use the excuse "an external program already exists for that" for not improving his floating contacts now

I suggested to Patchou some new ideas about floating contacts and asked him if it will be hard to add them to msgplus ( see this message),  but I didn't had any response. That's why I decided to develop the prog myself. So it's not really an imitation but rather a complementarity.
