What do you mean with "help with dual monitors"? There is not really anything to "help". Graphic cards which support dual monitors come with special drivers, install them. To set things up go to your Windows Display Settings panel and usually there will be an extra tab where you can configure everything in detail.

Dunno for ATI video cards as I have nVidia, but it should be (roughly) the same.

Look for "Overlay Video" settings. Turn that on. You also might wanna set the proper settings in individual applications. Eg: Windows Media Player has his own settings regarding this. This means you first need to enable the use of 'overlay video' in your drivers and also set WMP so it uses overlay video. If you do that then the video will be played inside WMP in the window on your main monitor and full screen on your second monitor (or vice versa).

All I can suggest is to browse all the different options you can set in the driver options for your video card and study them. Reading the (online) help files, manual, etc...

Also note that not all games/sofware support multi moni use (and if do they, they might not support it in the individual way you'd whish).
