Bah, your schools all have lazy teachers so they have to choose prefects and head boys/girls.
Our school is divided into houses (north, east, south, west), and each house has a "head of house", which is a teacher, and then you have 2 house captains and 2 vice captains in each house, which are students, but they don't really do anything.
And the only people who "patrol" are the heads of houses and some other teachers.
Erm yeah, felt like saying that, seeming as so many other schools seem to have prefects.
