Where do i enable the option where i can see a notification pop up when some one opens the conversation window with me?

With StuffPlug-NG, though it's not 100% reliable.

No, sorry, but where did you get this idea from?
To check if someone has/doesn't have plus, you can use the /ping command, but there aren't any popups.

I think he means a notification as soon as one of his contacts opens a chat window with him, not a notification upon the first message received.
