I need someone who can write a proper webpage using HTML and all that code stuff. I will be willing to put made by such and such. This is really important to me can anyone help?

HTML isn't hard to learn. You are better off doing it yourself.
Use http://www.w3schools.com/ to learn the basics and a few advanced stuff.
