If you have a good upload speed, you can host your own server.

And I don't think that a server with 20listeners max and 32kbps bitrate would cost you something over of 15$...

I dont recomend doing it off of your connection, Though there are ways to do it and it would probably work, I'd recomend just getting a hosted shoutcast account.
