Fans are cheap, so don't worry about them.
You will need a graphics card in order to have dual monitors.
450W PSU should suffice for everything.

The Radeon should work with CS:S, but don't expect fantastic graphics from it.
As for silent cooling systems, that's basically heatpipe technology for the graphics card, a big northbridge heatsink, and water cooling for the CPU.
Edit: You'll also need to find a 'silent' PSU.

I was talking to my uncle yesterday and he suggested I stay with socket 939. He also suggested to go with a pci-express graphics card. That's what I will do. Any suggestions which MOTHERBOARD I should get though?

Check ASUS website for motherboards that fill your requirements (Socket 939, PCI-e,  =>1Gb RAM..) ;)

Asus motherboards are good and you can rely on them, as other said in this thread ;)
