my problem is

when my contacts sign out
thier name dont change
and stay the same time i first download the msn live

how can i change it?????

Messenger Plus! Live doesn't include customnames anymore. The feature is built into Windows Live Messenger. Simply press either F2 on your keyboard or Right Click the contact and select Edit Nickname.

but when i went offline

the nick is : I want to daaaance

That happened to me a few times, but it seems alright at the moment.

I'm pretty sure he means how he changes his name to: ITALY WON
and the next time he signs into msn it goes back to his name before that: I want to dance
so instead of keeping his name change it goes back to the previous one

He's talking about a contact's name. And if it resets, either it's a problem his end, or the servers just haven't cached the change properly.
