Nope, but iirc they can view users ip addresses and have access to some private forums |

1. Anyone can view each others IP on IRC.
2. -m is a parameter to open the server in a new window when using mIRC.
Back on topic, afaik, elites are members who have contributed to the community. They have no real special priviledges although they have access to a special forum  |
