O.P. Popup notifications are statically placed
Windows Live Messenger popup notifications are placed according to the Windows taskbar position.
If the Windows taskbar is at the bottom of the screen, then the popup notifications are placed at the bottom right of the screen.
If the Windows taskbar is at the top of the screen, then the popup notifications are placed at the top right of the screen.
Messenger Plus! Live popup notifications are always placed at the bottom right of the screen.
