So, you're looking for something that get a bunch of folders from <location> and transfers it into an .exe?

A menu?
You mean like the ones at the top of each window?
You need to explain more thoroughly..

Like a menu with the list of files in that folder, which are buttons and when you click one it opens the document you clicked.

RE: Exe folder menu maker
He wants to make a menu....

And the menu is based upon program folders... much like the Windows' Start menu, or like a website with links to programs.

This menu can be opened by starting the 'menu' program. In other words, he can put this 'menu' program on a cdrom together with all the installed programs and start each program from the menu.

(note: and the menu program does not need a browser or whatever other dependancies. Although making a simple HTML page with links to the programs would be the easiest solution for this).

The request is actually very common, and very old. Such menus were requested/created since the DOS-age...

A google seach for 'menu program' or something like that will probably turn up thousands of such programs.
